Assessor

In accordance with CT General Statutes, the Assessor is responsible for discovering, listing and valuing all real and personal property within the Town. Real property includes land and improvements permanently attached to land. Personal property is all property not classified as real. For example, business equipment, unregistered motor vehicles, snow mobiles, etc. The Grand List must contain a listing of all taxable and tax-exempt property as of October 1st annually.
       A
n Assessor must be certified in order to sign the Grand List. Certification can only be obtained after passing a comprehensive exam. A person is eligible to take the exam after successful completion of 5 courses and a minimum of 4 years experience in the assessment field.
       T
he Assessor's office is responsible for the administration of certain tax relief programs for the elderly, totally disabled, and veterans of the military. We also accept applications to classify land as farm, forest, or open space.

Important dates and Miscellaneous information:

February 1 to May 15, Annually - Filing period for the Elderly Homeowner or Totally Disabled applications; income limits apply.

February 1 to May 15, Annually - The filing period for Additional Veteran's Exemption. Income limits apply for this program.

May 15 - Deadline for application for Elderly Homeowner or Totally Disabled benefit (Circuit Breaker and Local Option Elderly). Anyone currently on the program who is due to file will receive a form in the mail. Proof of income is required when filing for these programs. Income includes all taxable, non-taxable, and social security income. Persons wishing to file must be 65 or over.

September 1 -We begin accepting applications for PA 490 (Farm, Forest, & Open Space) land classification

September 30 - Deadline for Veteran's to file their DD214 with the Town Clerk to obtain exemption on the October 1st Grand List

November 1 - All Personal Property Declarations must be filed by this date to avoid a 25% penalty.

Active Duty Servicepersons - Active Duty personnel stationed outside CT must file a written application for the exemption of one passenger motor vehicle. Forms are available at the Assessor's Office.

Veteran's having a disability rating must file the Veteran's Administration Disability letter with the Assessor's Office each year until the age of 65.

Blind and Totally Disabled exemption forms are available at the Assessor's Office.

Farm, Forest, and Local Option Open Space applications must be filed before October 31, Annually.

Changes to Motor Vehicle Assessments

As a courtesy, the Department of Motor Vehicles sends a list of all the vehicles registered to the Town of Essex on October 1, to the Assessor's Office. We hope you will find the following information helpful should you have a concern or need a change on a motor vehicle assessment.

Notify the Assessor's Office in the event of a totaled, sold, or stolen vehicle, or address change to ensure that you will receive any credit that is due. The DMV will not automatically forward the information. All documentation must be dated and include the vehicle identification number (VIN).

TWO FORMS OF PROOF ARE REQUIRED

1. PLATE RECEIPT from DMV indicating that the registration has been CANCELLED, LOST OR STOLEN.
2. A COPY OF ANY OF THE FOLLOWING IN ADDITION TO #1

  • Bill of sale
  • Transfer of title
  • Out of state registration
  • Police report of a stolen and not recovered vehicle
  • Insurance statement (must include the date, yr., make, model, and VIN)
  • Receipt from the Junk Yard
  • Donation receipt
  • Purchase agreement showing the vehicle as a trade-in

Please note that per CGS 12-71c any application for credit must be submitted by December 31st following the end of the assessment year in which the situation occurred. For example, if you have a vehicle on the 10/01/03 Grand List that was sold some time prior to September of 2004, you must ask for an adjustment before December 31, 2005.

Address Changes

It is important to report any change of mailing address for your real estate to the Assessor's Office. The tax bills may be generated after the 6 month forwarding time is up, leaving the Tax Collector with no current address, and according to CT General Statute, we are only obligated to send the bill to the last known address. An incorrect address does not eliminate your liability to pay the bill, including all interest and penalties. If you elect to have a post office box please notify us, since we are unable to obtain this information from the Post Office or any other source.
